For those of you so fortunate as to use the subSilver forum template, you'll notice that global announcements now work as, well, global announcements. I hope to get these things working properly in subSilver tomorrow night, and just get them working in the other themes, which we shall deal with later.

| If you go to the different forums, you'll notice at the top, I believe, that there is an announcement properly named, "Global Announcement." That way you can see the announcement, no matter which forum you're in. |
